In case of the lifeline breakdown and a paralysis of rescue functions due to a large-scale earthquake, the successful evacuation of thelocal residents to minimize the secondary damages depends on the unerring judgment on the situation by the victims themselves forquicker rescue activitiesD

The most critical requirement for the victim residents who have been closed down to the traffics, telecommunications, and commercialpower supplies is the earliest possible grasp of the sign of the ever-changing crises that are specific to their own localities. Especially,those who reside in the regions that are designated as a caution-needed area in the hazard map for their regions should prepare ameans for receiving and transmitting the warning signs that is always ready to operate.

When an organism is stimulated externally, it attempts to minimize the damage from the stimulation by the autonomic response locally,without intervention of the brain. I believe that it is a pressing need for us to establish active autonomic operation of geographically-distributed risk reduction systems analogous to the reflex nerves distributed allover the body, including observations, communications,information receiving and escape-guiding.

These systems should be designed to be operated by multistoried and supplementary standalone power supplies in preparation for thepower failure due to emergency breakdown of the commercial power supply.

These standalone power supplies should be characterized that they are operated with natural energies routinely to power low-consumption devices and equipment (sensors, GPS, telecommunication equipment, LED light, etc.) for the security of local residents,which make a clear distinction from the emergency engine-operated generators with low operating rate and requiring refueling.

They should also be characterized that are portable requiring no work for electrical power transmission.

This paper verifies the issued of various power supplies to be overcome with a concept of the risk spreading, and discusses the nextgeneration of distributed standalone power supplies based on the knowledge obtained principally from the technological research anddevelopment of wind and solar light power generators.
